Welcome Home La Porte County Task Force Issues Request for Proposal

This task force was created pre-COVID19 to address the needs of the community. Post-COVID19, the community has seen the necessity to have quality places to live more than ever as the out migration from large urban centers to communities like those found in La Porte County. With the increase interests from new manufacturing companies in La Porte County, the community wants to be prepared to grow with them.


“Since re-election in 2016 and as an active member of the La Porte County Redevelopment Commission, I have seen the community need for a comprehensive housing analysis. Through the Vibrant Communities process, we have learned that not just our largest cities are facing housing shortages, but all communities in La Porte County are in need of adequate housing opportunities. In working with all of our Economic Development entities and the Unity Foundation of La Porte, we have crafted a RFP to begin addressing the needs of the community and I am extremely happy with the progress made so far.” Stated Dr. Kora, Board of Commissioners Vice President and Redevelopment Commission member.


“The Vibrant Communities initiative engaged nearly 1,000 residents in 2019 around how to make LaPorte County a more vibrant place for all. Through our planning process, the lack of housing availability and quality rose as the most pressing issue. To have the community at large ready to begin tackling this issue helps move forward the entire Vibrant Community Action Agenda.” stated Maggi Spartz, President of the Unity Foundation of La Porte County.


“The City of Michigan City acknowledges that both improving our community’s housing stock, and reinvesting in our neighborhoods as well as maximizing infill housing opportunities are critical components to our comprehensive community and economic development strategy.” Stated Clarence Hulse, Executive Director of Economic Development Corporation of Michigan City.


“La Porte is excited to be apart of this process. We have seen an uptick in businesses moving and growing within the city. To help create more housing opportunities will create a more vibrant community for all city residents.” Stated Bert Cook, Executive Director of the La Porte Economic Advancement Partnership.


“Beginning this role back in January of 2020, all elected officials have voiced the need for comprehensive community development strategy and having an adequate supply of new homes available for a bustling economy. With Dr. Kora’s lead, the support of the Board of Commissioners, the LaPorte County Council, the Economic Development Corporation of Michigan City, Michigan City Area Chamber of Commerce, the LaPorte Economic Advancement Partnership, the LaPorte County Association of Realtors, Unity Foundation and all other community stakeholders, our department convened a Task Force that was unanimously agreed upon to be branded the Welcome Home LaPorte County. The COVID19 Pandemic has challenged the entire world however what we’re finding is that the Markets continue to move and this certainly is an exciting time for our county. What is most exciting to me is that this is not just a Residential Market study for all of LaPorte County it is also an Action Agenda that sets out where immediate opportunities present themselves and will recommend action steps” Stated Tony Rodriguez, Director of LaPorte County Office of Community and Economic Development.

The Request for Proposals will be available on the La Porte County Government Website in the news tickers from September 25th until October 9th to review. All submissions should be delivered to the office of community and economic development at 555 Michigan Ave Suite 203, La Porte IN 46350 or emailed to in PDF format.
